The sound of bagpipes isn't something you expect to hear along the Galveston Seawall. But on a recent Sunday, 14-year-old Tora Reed of Pasadena stopped passersby in their tracks. Playing with the Houston Highlanders bagpipe band and raising money for flight school, Tora is carrying on a tradition that started with his father — and making it his own.
